Meet the CEO
Neal Packman
Neal is approaching 20 years' experience working within the Healthcare sector.
Initially deploying technology to serve over 160 NHS sites, Neal consolidated the experience into co-founding Navenio Limited to design their Intelligent Workforce Solution for acute settings. The solution dramatically improved service quality and productivity at deployed sites and is now scaling out in the UK and US.
Neal’s intelligent solutions have been well adopted, enabling teams across 11 NHS acute trusts to handle 30% more work, with the same resource, by automating 97% of the day-to-day task management.
Now branching out again to design solutions on an even broader scale, Neal is creating systems to address discreet operational pain points in the acute sector, through to tackling the complexities of Integrated Care Systems.
What inspired Neal to found Careguider?
“Observing my mum fight the ravages of Alzheimer’s.
Watching my whole family helping support my dad to care for mum, to fulfil his promise to her to care for her at home, rather than place her in a nursing home. Realising how emotionally challenging it is to provide personal care for someone, day in, day out. Trying, often without success, to get specialist help and guidance from community social and palliative teams, so that we could adapt our care to her changing acuity - most of the time we just ended up guessing what the right thing to do was.
Deep admiration for those outside agencies that did come and help at times - their care and support was something to behold. Deep frustration at the ridiculous bureaucracy, the missing paperwork, the waste of equipment, the unrealistic time frames, needing to explain the backstory to every new person who came to help or assess, over and over again.
Being approached by a number of County Councils over the years, asking whether I could help them tackle their social and community care challenges. Being amazed by the naivety of their current solutions (and even more amazed that most regions use those same simplistic methods). Hearing the caregivers side of the story, the challenges they face, and how closely their frustrations mirrored our own experiences.
Mum passing in 2022 - which took its toll. Totally baffled as to how others manage to cope on their own without close family support."
I often pondered on other ways to adapt my solutions to help others - now I know.”

Neal Packman
Founder & CEO
During my 20 years of experience in healthcare, I have worked with over 100 hospitals across the UK. Over the last 8 years I have focussed on improving efficiency in hospitals, designing and deploying workforce systems that combine the use of location, algorithms and automation. Adopted across 11 NHS acute sites, the solutions enabled 30% more tasks to be completed by the same resource, and 97% of the tasks to be prioritised and processed automatically - helping improve the experience of thousands of patients and staff.

From a background in finance and consumer service innovation, the variable care provided to my family drew me into the NHS as it reached out to seek diverse sector experience. I was invited to join the Torbay Care Trust, one of the pioneer integrated health and social care trusts, in 2005. Following a range of transformative and award-winning integration developments, I moved into local government to pursue an expanded agenda for capacity and skills development – identifying where the national challenges of workforce, finance and system demand can be met. I now provide consulting support to a variety of health and care eco-systems.
